Scholarship Benefits
The scholarship awarded, which includes the preparatory year when necessary, covers the following:
Payment of tuition fees;
Subsidizing accommodation costs in student housing through the budget of the Ministry of Education, subject to the limits of the allocated funds for this purpose (accommodation is subject to availability, and it is the responsibility of scholarship recipients to consult with their respective university regarding housing conditions);
Provision of a monthly stipend, which is as follows: for undergraduate and preparatory year students, an amount equivalent to 65 EURO in Romanian lei; for master’s degree students, an amount equivalent to 75 EURO in Romanian lei; and for doctoral candidates, an amount equivalent to 85 EURO in Romanian lei.
To qualify for the monthly stipend, students in the Romanian preparatory year, as well as those enrolled in undergraduate and master’s degree programs, are required to earn 60 transferable credits by the conclusion of each academic year.

Eligibility
Individuals from all countries outside the EU are eligible, except for the following categories:
- Individuals of Romanian descent or belonging to Romanian historical communities near Romania (eligible for distinct scholarship schemes);
- Individuals who have sought or obtained any type of protection in Romania;
- Persons without citizenship who have been officially recognized as residents in Romania by law;
- Members of the diplomatic and consular body or their diplomatic and consular families stationed in Romania; administrative and technical personnel of embassies and consulates in Romania;
- Employees of international organizations headquartered in Romania and their family members;
- Recipients of a Romanian state scholarship for the same level of study.
Criteria for scholarship eligibility include:
- Demonstrating strong academic performance, with at least a 7 (seven) average for the most recently completed academic program, equivalent to the Romanian grading scale, or a “Good” rating as applicable;
- Providing a fully completed application dossier;
- Submitting educational documents from accredited/recognized institutions from the country where they were obtained;
- Adhering to the prescribed application submission timeline.
Applicants may select their study program of interest in all fields, with the exception of Medicine, Dental Medicine and Pharmacy. For Bachelor and Master, only study programs in Romanian are available, thus promoting the Romanian language and culture. However, at PhD level, applicants can also opt for a program in English or a foreign language set by the doctoral school. A preparatory year in Romanian is also granted prior to enrolling in the study program of choice, for those not speaking Romanian. The required documents include diplomas, transcripts, birth certificate and passport, CV – all described in the application process.
